Surveying the Nigerian Tech Sector

Consultant Terms of Reference
By 2050, Africa’s population will reach 2.5 billion, half of whom will be under the age of 25. Nigeria will be a major contributor to this population growth. At the current annual growth rate of 3.2%, it is projected that Nigeria will be the third most populous country in the world by 2020, and the population is expected to double by the year 2050 to 399 million. The Nigerian government has committed to investing in high multiplier sectors as a means of creating employment opportunities for the youth, therefore harnessing the youth bulge and gaining the demographic dividend.
The technology industry is growing and could potentially be one such high multiplier sector. Investors are looking at Nigeria as the entry point to a continent with significant untapped potential. The technology sector represents an opportunity to spur an inclusive and job-creating growth for Nigeria and we seek to better understand and inform efforts to seize this opportunity.
The Center for Global Development (CGD) and the ONE Campaign propose to undertake a systematic review of technology sector firms in Nigeria with the ultimate objective of:
Understanding the job creation and value addition potential of the technology sector, especially its potential to curb youth unemployment
Outlining current incentives and challenges for optimal operation in this sector for both workers (e.g., the skills required for entry/advancement) and firms (e.g., interactions with bureaucracy, infrastructure, or corruption)
Outlining key requirements for the development of firms within the sector
Determining policy recommendations to be made to the Nigerian government and other African governments for the development of the technology sector
As a first context for analysis, this project will focus on Lagos state. The Yaba region of the state boasts of a cluster of hubs and technology companies. Research will be conducted on technology companies that span across different industries.
The consultant will be responsible for the following:
Finalizing survey instruments
Conducting outreach to a minimum of 80 technology firms in the Yaba region of Lagos state
Carrying out interviews with representatives from each of the 80 firms
Compiling, cleaning, and analyzing data collected through survey
Drafting a final report documenting the survey findings and a review of relevant literature pertaining to the challenges and opportunities facing the technology sector in Africa, and specifically Nigeria
Working with the research team to edit and finalize the report; provide concrete recommendations to Nigerian policymakers and other relevant stakeholders
A strong conceptual grasp of how to design evaluations is required. Experience actually designing and running rigorous evaluations is preferred
Experience in designing survey questionnaires and analyzing quantitative survey data is preferred.
Knowledge of the technology industry is a plus
Several years of relevant work experience
Excellent management and organizational skills along with strong quantitative skills
Fluency and excellent communication skills in English
Demonstrated ability to manage high-level relationships with partner organizations
Knowledge of data analysis software
Well organized, detail-oriented, able to prioritize and manage multiple tasks simultaneously with minimal supervision
